The DESCRIPTION and a KEYWORDS Meta Tags included in the Header section of the HTML code. This should be done before a submission. Without a good set of Meta Tags, some search engines may not index your web site correctly and may even down grade your ranking.

Always include the most relevant keywords in the Meta Tags section first.
Avoid repeating keywords in your Meta Tags, eg: dogs, dogs.
Use more grammatically correct sentences in your Meta Tags
Some search engines do not employ the use of Meta Tags, so try and have the most important keywords appear elsewhere in the visible text portion of your page.

Build content Content is the King. Content helps the search engines and visitors as they provide more useful information on your website and other websites may link to them building your internet presence which will give you a significant boost on some search engine rankings.
Text Links Use text links. Text based hyperlinks can help improve your listing in the search engines. Some of the search engines look for keywords in the hyperlinks. Therefore include your most important keyword phrases in the link itself and possibly the surrounding text.
Heading Tags
Mark up the main page heading as <H1> and use <H2> to <H6> as appropriate
Put <H1> immediately after the <body> tag
Include some of your most important keyword phrases in the heading tags.
Image ALT Attribute
Use keyword phrases that you also used in the copy of your web page, title, meta description. These should be included within a descriptive sentence of the image not as a list of keywords.

There are two meta tags that can help your search engine listings - meta description & meta keywords.
Description Meta Tag
Up to 250 characters including spaces.Accurately describe the content of your page.Include 3-4 of your most important keyword phrases. Especially those used in your title tag and page and have your most important keywords appear at the beginning
Keyword Meta Tag
Keywords Meta not exceed 1024 characters including spaces. Use those keyword phrases that you also used in your webpage, title tag, meta description, and other tags. No one word be repeated in the keyword meta more than 5 times. Include the actual geographic location if it is relevant
At the end of the process things the content needs to work for the human reader. If it does not they are likely to think less of your web site and may well go elsewhere. If this happens the search engine optimisation (SEO) effort has been wasted.

Headlines with key words in rather than eye catching statements
Search engines attach more importance to words found in page titles, headings, links and early paragraphs so put your key words in these.
